The assignment amount and the federal ceiling answer different questions
First identify disposable earnings, which excludes deductions required by law but not every voluntary payroll deduction.
Next choose the family-status tier. Supporting another spouse or child starts at 50 percent; without that duty, the starting tier is 60 percent.
An arrears period beyond 12 weeks raises the applicable tier by five points. The issued assignment still determines what payroll should send.

Do not begin with gross pay or ordinary take-home pay. Build disposable earnings from the statutory definition.
A ceiling result does not authorize an employer to increase the withholding shown on the assignment.

What counts as disposable earnings?
They are earnings left after deductions that law requires. Voluntary benefit deductions do not automatically reduce this base.

It applies when withholding includes support more than 12 weeks in arrears.
May payroll simply withhold the maximum?
No. The percentage only identifies what cannot be exceeded; payroll follows the issued assignment.
Can one assignment cover current support and arrears?
Yes. The document may direct both, while the combined deduction remains limited by applicable law.
What happens to an amount above the ceiling?
It can remain due under the support account even though it cannot all be taken from that pay period.
